This is in continuation of my mail to you a couple of days ago. If we are required to fall in line with the regulations of the Government in relation to Pension Updation (revision), we should also be entitled to the benefit of the regulations granting higher percentage of pay as basic pension when the pensioner attains the age of 80 years and above. We should also have the benefit of the merger of a certain percentage of DA with 'Pay' once DA comes to 100 % of the 'Pay' as is available in the Government. In other words, we should have all the benefits available to the pensioners of the Government.

Quoted below is a solitary example of Gr. A Officer whose pay inclusive of PA, FPA, Family. Local allowances at the minimum and all these allowances and PSSP, stagnation ,CAIIB at the maximum of Grade A in RBI vis a vis in GOI (comparable).

The total pay of RBI Gr. A officer is almost equal to pay of GOI S-23 officer. This holds good to all cadres / grades of RBI and comparative cadres / grades of GOI.
While revising the pay scales of serving employees, the GOI merges entire points with basic and gives 40% fitment benefit weight age. We should also merge DA - points as on 01-11-2012. i.e.4876 points (4440 points now agreed by IBA and Banks union). The fitment weight-age benefit may be at 20%.as pay revision now would be with reference to the last pay revision : 01-11-2007. GOI has given Running scales in four bands PB-1 to PB-4 from 01-01-2006. RBI may introduce Running scales--annual increments of 3 or more percent as in GOI. Fixation of pay on promotion etc.in GOI are not different. Now,the 01-11-2012 pay revision is taking place.The Running pay scales of Pay Bands and Grade pays may be increased by 20%. For example: Grade A ( S-23) : 15600 x20%=3120; 15600 + 3120=18720 : rounded off to next hundred :18800; The maximum 39100 computes to 47000; and the Grade pay: 6600 computes to 8000. In short, the revised Grade A Officer's scale of pay as of 01-11-2012 would be 18800-47000 and Grade Pay 8000. Total : 26800-55000. RBI DA for Feb.to Apl. 2014 for 2007 pay scales is 99.90% and GOI DA 100% from Jan. to June, 2014. DA percentage will continue to differ as RBI and GOI follow different methods - quarterly / yearly index average. GOI's v. senior pensioners get more pension-20% to 100% depending on age 80,....,..100. RBI's v. senior pensioners should also get increased pension. Ex gratis to pre 1986 should be substantially increased. GOI had merged DA /DR with basic pay / pension when percentage of DA/DR breached 50% in 2005 as per fifth CPC. GOI has recommended merger of DA/ DR with the basic pay / pension to the seventh CPC. It may be implemented any time now. The merger of DA / DR Is as good as revision of pay scales excepting weight age benefit. It derives benefits on the future DA/DR hike and some other allowances. All the positive aspects of pay / pension revision of GOI may be adopted by RBI. While no need to disturb the existing periodicity of pay revision once in five years as per industry, the revision- updation of pension could be once in ten years at par GOI. R.G.Nakhate.
While the suggestion of merger of index at 4876 ( instead of agreed at 4440 points) points as of Nov.2012 and 20% fitment weight age on that is ok, there is mistake in computing the Revised Running scale of Gr.A Officer of RBI relevant to S-23 scale in GOI. The Revised Running Scale shall be 2 times more AND not 20% more as stated : CPCs/GOI revise the pay scales once in ten years and by ( a factor) 2.5 to 3 times approximately. Accordingly , the Revised Running Scale of Gr.A Officer in RBI : S-23 in GOI would be in the order of 15600 x 2= 31200 ; 39100 x 2 =78200.i.e. 31200 ----78200 and the Revised Gr. Pay rwould be 7600 x 2 = 15200.
